DSAG zum Status quo beim Onlinezugangsgesetz (OZG)<\/h2>\n\n\n\n

Dieses Vorhaben haben Bund und L\u00e4nder schon Mitte 2022 aufgegeben und 35 Projekte priorisiert, von denen bis jetzt 33 umgesetzt wurden. Aus DSAG-Sicht keine \u00dcberraschung, aber ein Armutszeugnis f\u00fcr die Digitalisierung der \u00f6ffentlichen Verwaltung, so Hermann-Josef Haag, DSAG-Fachvorstand Personalwesen und Public Sector der Deutschsprachigen SAP-Anwendergruppe. <\/p>\n\n\n\n

\u201eDie Beh\u00f6rdendigitalisierung in Deutschland ist und bleibt eine Dauerbaustelle. Es ist nicht \u00fcberraschend, dass der Zeitplan des OZG nicht eingehalten wurde. Schon als die Bundesregierung im Mai vergangenen Jahres die Anforderung von 575 zu digitalisierenden Verwaltungsleistungen auf 35 priorisierte Projekte gek\u00fcrzt hat, wurde deutlich, welche Mammutaufgabe das OZG f\u00fcr die \u00f6ffentlichen Verwaltungen darstellt. Dass am Ende nur 33 bis Ende des Jahres umgesetzt wurden, zeigt mehr als deutlich, wie ambitioniert das urspr\u00fcngliche Ziel tats\u00e4chlich war. Aus DSAG-Sicht ist klar, dass die Umsetzung von Anfang an unrealistisch war \u2013 insbesondere vor dem Hintergrund, dass es zu wenige Vorgaben durch das OZG gibt. Hier h\u00e4tte st\u00e4rker auf Expertise aus der \u00f6ffentlichen Verwaltung zur\u00fcckgegriffen werden m\u00fcssen, dann w\u00e4re es vielleicht nicht zu einer solchen Fehleinsch\u00e4tzung gekommen. Viele Verwaltungsg\u00e4nge sind nicht vollst\u00e4ndig digitalisierbar und die Umsetzung in den Verwaltungen ist mit dem vorhandenen Personal und bei den zahlreichen heterogenen Systemlandschaften kaum m\u00f6glich.\u201c <\/p>

Aus DSAG-Sicht ist es notwendig, dass die Novellierung des Gesetzes mehr Vorgaben zu Standardisierung macht und den Digitalisierungsprozess bis in die Verwaltung hinein ber\u00fccksichtigt. Ein digitales Formular, das B\u00fcrger ausf\u00fcllen und das dann in der Verwaltung in einen analogen Prozess \u00fcbergeht, ist keine Ende-zu-Ende-Digitalisierung!<\/p>\n","protected":false},"excerpt":{"rendered":"
